Looks like they based this more on Ralph Bakshi than the original 1940s series. Were they going for a "what if Ralph Bakshi hadn't left the studio and continued to direct Heckle and Jeckle"? The production values look better than average...
You aren't kidding, that opening shot could be straight out of Hey Good Lookin' or something.
Of course everything else except the background art is soulcrushing, but the backgrounds are pretty great, considering.
I'm pretty sure that theme song counts as a human rights violation.
