It's not water, it's a solution of potassium carbonate. It cools the fire and keeps oxygen from the flames. As someone trained in firefighting I think this would make a fine back up, but highly recommend keeping a tradtional CO2 extinguisher.
They would have sold me on it instantly if the cat had knocked it off a ledge, putting out a fire below.
I'm glad someone took the metaphor of a failing marriage and made a somewhat-useful product from it.
