The synthetic biology video in the hopper talks about the non-zero number of the people that have the ability and drive and will to kill everyone around them And the number is only getting bigger as biology becomes easier to hack.
Right now it's just the scientists on the upper end of things who have access to this technology but as it becomes cheaper and more common place lowly ass research chemists will have access to the technology I'm sure a couple of those have axes to grind
