That quote is about the land based version of this, where a paratrooper lands in enemy territory and puts the bomb on a power plant or whatever.

With this scuba one whoever, it seems like the bomber would get away, as he would plant the bomb underwater (on some port facility) hopefully undetected.

You don’t need to paradrop a suicide diver if you could get a submarine or “speedboat” close enough to recover said diver.
