Giuliani was clearly in the bedroom to get some action. The fact that Cohen interrupted things at the first possible sign of anything serious happening, to protect his employee, doesn’t change what Giuliani was hoping for.

I feel like she played him, but not by making him horny. This is a seventy year olld man who has had prostate surgery, after all. For just a moment, she tricked him into forgetting that he's become an old man. It's incredibly humiliating, and I feel sorry for Rudy. even though, objectively, he deserves it.

It's kind of great the way it plays as the climax of the movie. After seeing Rudy acting like a lunatic on television, seeing him so relaxed and affable here just makes it more hilarious.
