Before we had the weather channel we had this extra janky extra local version of the weather channel, that used sub video toaster graphics.

The cable I remember had one that was just a camera on a home weather station that turned to show the thermometer and barometer, and time I guess. I think there were local announcements for garage sales and stuff on it too at one point.

Very low budget, and I'd even guess that the camera was black and white. It might have had a radio station playing, one of the channels had a hit station as audio.
