Hmmm. The US government has done awful stuff, and clearly tested using human subjects in manifold ways, and is systemically racist no question. But the story he's talking about at the beginning is... a little misrepresented here. They weren't testing the weapon on the population, they were testing the dispersal of a theoretical weapon on the population by seeing how it would travel in densely built Soviet-style complexes (like Pruitt Igoe). They also tested in on the bay area and Goodland, Kansas (95% white) and Abilene Texas (more than 80% white) and the east coast of the UK. They fucked up massively in their choice of compounds, but they were not somehow targeting the black population. Black people in St. Louis should feel aggrieved at the very existence of Pruitt Igoe, its destruction, and the general failure of the city. The situation is bad enough without claims of mysterious weapons tests.
