I saw it on cable when I was in high school. Several times, actually - it made really good stoner-sleepover fare. I've always thought of it as sort of the quintessential Lifetime* movie: hysterical, condescending, melodramatic, and ultimately really insulting to those it tries to "help."

*surprisingly though I don't think Lifetime produced it

I wasn't stoned while watching it... but I was, however, playing the Druid (in Diablo2) and shape shifting a lot [which has the same effects as multiple hits from a bong,] so I can see where you're coming from.
