I think he must have been riffing along the lines of "WHATS UP WITH ALL THOSE MOVIES AND OTHER PUBLIC PERFORMANCES WHERE THEY WANT YOU TO NOT USE YOUR CELLPHONE AM I RIGHT FOLKS" and letting the audience know he is really "breaking the rules" by encouraging people to talk on their cellphones over his act.
