Yes, the First Doctor serial "The Daleks." It's funny, watching this trailer I can pick out scenes easily from that serial. It looks like they did a lot of scene by scene remaking. Now I want to watch all of it to see.

Aw, Doc, you don't have to scare us. We all know we're on Earth, somewhere in England, possibly with the Brigadier. Then some costumed guy (possibly two guys in a pantomime horse covered with paper mache and cellophane) will come out and run around the set until the BBC makes us turn out the lights and go home. Then everyone will race around on hovercrafts or fight swords, and then the credits will roll silently over a crumpled "Excellence in Wooble-Woo-Woo Sound Effects" badge.
He's an 'alternate universe' Doctor, as he is a human scientist called Dr Who (ie his surname is actually "Who") who builds a time machine at home and isn't a timelord etc. I think fans generally consider him in the same vein as the Doctors that have featured in audio plays and so on.
