That was an MP. As in, Military Police. That man's job is to make sure that the other troops are not unruly, drunk, or whatever it is this guy is.

One part of me says it's a bad sign that the MP's are playing Jackass, the other part says the troops are bored as shit.

I guess it really is true that when they do aptitude tests, the worst scorers get assigned to the MPs.
