It's a bill targeting a private entity that has not been convicted of any crimes, which imposes penalties on said entity. Isn't that exactly what the constitution's prohibition on Bills of Attainder is designed to prevent?

Glenn Greenwald settled this question that they have a right to work for the government barring conviction, not a privilege. It was brought up in (I think) the 40s. It's a bill of attainder.

Oh, balls, you're right. I jumped the gun. Turns out Americans do attainder totally differently. In Canada as long as the penalty or legal instrument isn't criminal in substance, there's no prospectivity requirement in passing targeted civil laws --- you can attack certain firms or industries as much as you want. We do it to the tobacco companies with some frequency. (BC v. Imperial Tobacco)

I know you'd have us believe this guy just votes against his beliefs for no earthly reason, but I did some research:

Do you think those Democrats who supported the bill are being short sighted?

Congressman Grayson: I think your question doesn't properly characterize the reason why I voted for the bill. I voted for the bill because it defunds crooks. You have to ask other people why they voted for the bill -- I can't speak for them. I voted because I saw the possibility that we could actually shut off the flow of cash to contractors who have cheated the taxpayers and hurt the troops.
