This is the "Tales of the Dark Knight" episode which had the kids each telling stories about Batman that they'd heard or that they wanted to be true. One is a campy 60's style Batman story complete with Bam and Pow effects when people get punched, one is based off of Frank Miller's Dark Knight story line where Batman fights the Mutants and Robin is a girl. It's a weird episode.
This probably needs verifying, but something's telling me this is from some latter day Animated Series episode, when the drawing and storytelling changed considerably from (what you correctly said was) the best Batman cartoon.
I'm to lazy to go look up the specifics but yes, the best animated batman was the one that was originally on fox and started in the early nineties it's the same batman that had the Mask of the Phantasm movie, and also the Mr. Freeze movie, both done in the same animated style. Any of the other Batman cartoons were all on Cartoon Network and while good not nearly as good as Batman:The Animated Series (The description for this video is wrong) and renamed The Adventures of Batman and Robin for it's second season...fucking kids.
Batman ran on fox for three seasons, then it was moved to the warner bros. network for the 4th season and they began using the same animators that were featured in the superman cartoon series but they kept much of the same voice talent.
