Yeah, it's the 'Sequel Set In Vegas' syndrome. I have a theory that after the first game is a hit, the developers all go to Vegas and get fucking wasted and go DUDE, WE SHOULD TOTALLY SET THE NEXT GAME HERE!!!

@Harvey, you can kind of forgive them having Vegas as a setting since it was mentioned in a few of the other games, and it's in the area of the first two.
