One thing that does make a genre is the sound. Image, lyrical content, or label (or lack there of) doesn't make a genre (which is why indie and viking metal aren't considered genres by many) and even the sound can run together. I honestly can't tell a big difference in dream pop, noise pop and shoegaze but I'm told they are different genres despite shoegaze seeming to have a broader style. Certain sites like metal-archives will arbitrarily decide what is and isn't metal, what style they are and all of that is subject to change over night. The only genuine, useful purpose genres have is being able to say a word to give someone else a better idea of the general sound of a band they are trying to describe. The genre movement this guy is talking about seems more like a movement for scene identification than anything.

When I was a kid, my dream was to run a record store where all albums on sale were divided up, by me, into two AND ONLY TWO "genres":

1. Good.

2. Crap.

As an adult, I am now fully aware that the vast majority of the store would be in the crap category.

I like witch house, and post about it on my blog regularly (http://mudl.us/tagged/witch_house). I think all the things he listed make a genre. Another word for genre is culture, and it's something humans ("The symbol using animal") do.

More importantly, what's fresher than "witch house" and where did it come from? In my opinion it came from private tracker "what.cd" 's "vanity house" section. The authenticity of music has always been something that defined it. The rise of private tracker communities sharing their music with one another has got to be about as fresh as it gets, right? I mean these communities predated "last.fm", "soundcloud", and "bandcamp" which are what most experts will probably qualify as the major game changers in the way audiences "experience" music.
