I believed the message was that Harper was as irresponsible as a drunk, but then Obushama head shows up and now I don't get it.

Harper is often criticized for selling out to the US, hence the Bush/Obama. The fat guy is Rob Ford, the Mayor of Toronto, who is not well-liked but was somehow elected. There is also a brief reference to Sun TV, which is a new 24-hour conservative Canadian news network that is openly attempting to emulate Fox News.

The suburbs voted in Ford, nobody hates him more than Torontonians. As always, the reasonable people are just slightly outnumbered by the cooks, and so the cooks have it.
