Yep. Cages like this are now mandated by OSHA due to the hazard of multi-piece rims failing like this. A number of truckers still die on the regular from exploding rims.

A single piece rim like an alloy car rim generally fails due to the bead on the tire breaking first. A good deal less lethal.
