I definitely remember seeing these things but I've never seen this commercial and had no idea they were called something.

They were just blacklight reactive vinyl tubing with couplers, sold at a a gigantic markup, right?

They were part of the 80's glow in the dark craze. My brothers and I had some when we were kids that we played with. I never saw them under a blacklight irl, so I don't know if that enhanced their glow, but they worked if you just left them out in the sun all day.
