Even my laugh reaction was slow, it took about 6.5 minutes. The slow Dog sounds like a real hound. Gotta be a Cebeebees show, and now if I see it normal speed I probably won't like it!

The funny thing about this is, if you watch it at 2x speed via Youtube, the video's normal but the voices are still pitched down because of the way Youtube speeds up audio (I think it just skips every second sample for 2x).
